  This is the problem the employee is having:  
I am working in a health care setting where we are very understaffed for the setting. It is a small hospital with acute care inpatient available. But we don't have critically ill patients all the time. So management has some units very minimally staffed. If a patient gets into a critical situation there is not enough help. We recently had a very bad experience and luckily saved the patient long enough to get them transferred to a bigger hospital.
Since that incident we have been trying to brainstorm ways to handle these situations better. One of the things I want to do is communicate our concerns to our parent organization in another city.

How best to do that? A group written point paper? An anonymous letter? We have met with our immediate supervision and administration and some are agreeing with us, but they are feeling the pressure financially from above, so have been slow to act(or possibly just not sharing with us what they are doing). Any suggestions of how to go forward are helpful. Thank you.
