Workplace Bullying and need some advice.

This is the original problem from an employee...
I believe the HR manager at my work is bullying me... She is the typical gatekeeper bullier. She is constantly over passing my boss who is the Director of Finance. I have addressed this issue with my boss the Director and VP of finance but either one has informed me or reassured me that they have spoken with the HR manager to make sure to treat me with respect and in a dignified manner. I told my boss that I have been conducting mg self within the company policy and has been very diligent in following the reporting structure. The HR manager is constantly trying to diminish my efficiency and at times condenceding in a passive-aggresive way.

I believe she is feeling in secure as I am very proactive and highly effecient at work. I have been referred by my current and past superior as the "Star Worker", including the HR manager has hesitantly acknowledge this fact. All my performance review for the last 5 years has been extremely good and at both times I tried to leave my job and at both times my boss has stop me and offered me with a counter offer. I did leave once and they called me back. It was a mistake from my part by returning and accepting to return to this workplace. I like the company I work for except for the HR manager who I believe is abusing her authority. She has a power trip. I belong under Finance Dept. so therefore, I don't know why the HR manager is constantly putting her nose into my affair. I have told her if she has a problem with my performance or attitude please report me to my boss so that my boss can the address the issue directly with me. Like I said she is even undermining my boss authority. In the past, she has purposely block showing to me applications from job seeker during the time I needed a competent assistant to help me in my Dept. ( Payroll Dept.), 3 times I need to recruit a Payroll assistant, she keeps giving me just 3 poor applicant living me no choice to choose from 3 weak applicants. I feel that this on its own is setting me up for failure and setting me to go to more high stressed dilema. I am currently on medication for anti-depressant and I have been going to Physiotherapy for my neck and shoulder stiffness due to my high stress anxiety that I tend to carry on my back, neck and shoulder.

Please I need your advise in this situation as I feel that both my boss - VP and Director of Finance are not able to control the situation and I dont feel that I have the protection that I deserve being provided to me .... I need protection from the HR Manager as she is using her authoritative power in an abusive way.

It sounds as though your boss knows and appreciates your abilities and doesn't want to risk losing you. However, HE must be the one to diffuse this problem. When an assistant is sought, HE is the one that should inform the HR Mgr. that he wants to review ALL the applications in response to the ad. Given today's economy, that could run into the hundreds but you could help him go thru them <wink>

I don't understand the power given to HR Mgrs. these days. It seems their power has gone well beyond the boundaries of what they're hired to do. I'm not sure if this is given to them or they just take it. I've had the occasion of working with (2) individuals comparable to the one you've described here and my working life was MISERABLE and it bled over to my personal life causing me many sleepless nights. The most recent experience was on my last job from which I was able to retire this year; thank God!

I wish you luck in getting your boss to step-up-to-the-plate and handle this by informing the HR Mgr. that she is to deal with him DIRECTLY on any and all problems or gripes she may have regarding his dept. If he won't do this, look for another job and, when you land one, BE GONE AND DO NOT RETURN the next time. I hate to see this woman force you from your job because this just reinforces a bully's belief they are untouchable. However, your sanity comes first. She'll get what's coming to her one day.
